Construction Managers

Brannon Corp. provides Construction Managers with full engineering design and construction phase support when working with owners that use CMAR (construction manager at risk) or CMA (construction manager-agent) as their project delivery method of choice. The Construction Manager, usually hired under a qualification based selection system, steps into the position of professional adviser to the customer. He or she frequently helps the customer through the process of procuring all the contractors and suppliers for the project. When serving "at-risk", the CM provides a guaranteed maximum price for a particular scope of work. When serving "as agent", the CM procures bids for services but provides no guarantee of a maximum price.

We work hand-in-hand with the CM and advise on alternative designs and construction methods available to complete the project with an emphasis on value engineering. The construction management approach utilizes a firm (or team of firms) with construction, design and project management expertise to temporarily expand the customer’s capabilities, so that they can successfully accomplish their program or project. We serve on the team providing consulting in civil and aquatics areas to make the construction manager model work with full efficiency, cost savings, and production schedule compliance.

How We Support Construction Managers:

Project Design Phase Services: These services may include: recommendations of alternatives; construction document production; design technical reviews; code compliance reviews; constructability reviews; analysis of Value Engineering proposals; preparation of opinions of cost; cost analysis; cost control/monitoring; energy studies; utility studies; site investigations; scheduling (including preparation of schedules and schedule reviews); review of design scope changes (including analysis of schedule impact); scheduling/conducting/documenting design related meetings; and performing market studies (material availability, contractor interest, etc.).

Project Procurement Phase Services: These services may include: providing assistance to the Construction Manager in civil and aquatic contract procurement; answering bid/RFP questions; attending/participating in site visits; attending/participating in pre-bid conferences; preparing and issuing solicitation amendments for review and approval by the Government Contracting Officer; and performing cost/bid/proposal analysis.

Project Construction Phase Services: These services may include: answering pertinent requests for information,;attending preconstruction meetings; submittal and shop drawing review; review of project schedules; assisting in problem resolution and handling of disputed issues; maintaining marked up sets of project plans and specifications for future as-built drawings; performing routine observations of construction as work proceeds,taking action to identify work that does not conform to the contract requirements, and notifying the contractors when work requires correction; compiling lists of defects and omissions related to the work performed and providing these lists to the contractor for correction; review of construction contractor payment requests; assisting with construction contract change orders (issuing proposal requests, preparing cost opinions, reviewing cost proposals, assisting in negotiations, preparing change order packages for processing); attending regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues; attending construction related project meetings; preparing special reports and regular project status reports; providing for progress and/or final photographs of project work; provide assistance in obtaining permits.

Commissioning Services: These services include, but are not limited to, providing professional and technical expertise for start-up, calibration, operator training and/or certification of a facility or operating systems within a facility. 

Testing Services: Coordinating the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services. 

Claims Services:  Provide technical assistance for reviewing claims when required.  Furnish reports with supporting information necessary to resolve disputes or defend against the claims; participation in meetings or negotiations with claimants; appearance in legal proceedings; preparation of cost opinions for use in claims negotiations.

Post Construction Services: Assist the CM in reviewing possible warranty issues and assisting in obtaining those repairs; post review of warranty repairs made.
